¹さて、ここに民がその妻と共に、その兄弟であるユダヤ人に向かって大いに叫び訴えることがあった。

¹Then there arose a great cry of the people and of their wives against their brothers the Jews.

²すなわち、ある人々は言った、「われわれはむすこ娘と共に大ぜいです。われわれは穀物を得て、食べて生きていかなければなりません」。

²For there were that said, “We, our sons and our daughters, are many. Let us get grain, that we may eat and live.”

³またある人々は言った、「われわれは飢えのために、穀物を得ようと田畑も、ぶどう畑も、家も抵当に入れています」。

³Some also there were that said, “We are mortgaging our fields, and our vineyards, and our houses. Let us get grain, because of the famine.”

⁴ある人々は言った、「われわれは王の税金のために、われわれの田畑およびぶどう畑をもって金を借りました。

⁴There were also some who said, “We have borrowed money for the king’s tribute using our fields and our vineyards as collateral.

⁵現にわれわれの肉はわれわれの兄弟の肉に等しく、われわれの子供も彼らの子供に等しいのに、見よ、われわれはむすこ娘を人の奴隷とするようにしいられています。われわれの娘のうちには、すでに人の奴隷になった者もありますが、われわれの田畑も、ぶどう畑も他人のものになっているので、われわれにはどうする力もありません」。

⁵Yet now our flesh is as the flesh of our brothers, our children as their children. Behold, we bring into bondage our sons and our daughters to be servants, and some of our daughters have been brought into bondage. Neither is it in our power to help it; for other men have our fields and our vineyards.”

⁶わたしは彼らの叫びと、これらの言葉を聞いて大いに怒った。

⁶I was very angry when I heard their cry and these words.

⁷わたしはみずから考えたすえ、尊い人々およびつかさたちを責めて言った、「あなたがたはめいめいその兄弟から利息をとっている」。そしてわたしは彼らの事について大会を開き、

⁷Then I consulted with myself, and contended with the nobles and the rulers, and said to them, “You exact usury, everyone of his brother.” I held a great assembly against them.

⁸彼らに言った、「われわれは異邦人に売られたわれわれの兄弟ユダヤ人を、われわれの力にしたがってあがなった。しかるにあなたがたは自分の兄弟を売ろうとするのか。彼らはわれわれに売られるのか」。彼らは黙してひと言もいわなかった。

⁸I said to them, “We, after our ability, have redeemed our brothers the Jews that were sold to the nations; and would you even sell your brothers, and should they be sold to us?” Then they held their peace, and found never a word.

⁹わたしはまた言った、「あなたがたのする事はよくない。あなたがたは、われわれの敵である異邦人のそしりをやめさせるために、われわれの神を恐れつつ事をなすべきではないか。

⁹Also I said, “The thing that you do is not good. Ought you not to walk in the fear of our God, because of the reproach of the nations our enemies?

¹⁰わたしもわたしの兄弟たちも、わたしのしもべたちも同じく金と穀物とを貸しているが、われわれはこの利息をやめよう。

¹⁰I likewise, my brothers and my servants, lend them money and grain. Please let us stop this usury.

¹¹どうぞ、あなたがたは、きょうにも彼らの田畑、ぶどう畑、オリブ畑および家屋を彼らに返し、またあなたがたが彼らから取っていた金銭、穀物、ぶどう酒、油などの百分の一を返しなさい」。

¹¹Please restore to them, even this day, their fields, their vineyards, their olive groves, and their houses, also the hundredth part of the money, and of the grain, the new wine, and the oil, that you are charging them.”

¹²すると彼らは「われわれはそれを返します。彼らから何をも要求しません。あなたの言うようにします」と言った。そこでわたしは祭司たちを呼び、彼らにこの言葉のとおりに行うという誓いを立てさせた。

¹²Then they said, “We will restore them, and will require nothing of them; so will we do, even as you say.” Then I called the priests, and took an oath of them, that they would do according to this promise.

¹³わたしはまたわたしのふところを打ち払って言った、「この約束を実行しない者を、どうぞ神がこのように打ち払って、その家およびその仕事を離れさせられるように。その人はこのように打ち払われてむなしくなるように」。会衆はみな「アァメン」と言って、主をさんびした。そして民はこの約束のとおりに行った。

¹³Also I shook out my lap, and said, “So may God shake out every man from his house, and from his labor, that doesn’t perform this promise; even thus be he shaken out, and emptied.” All the assembly said, “Amen,” and praised Yahweh. The people did according to this promise.

¹⁴またわたしは、ユダの地の総督に任ぜられた時から、すなわちアルタシャスタ王の第二十年から第三十二年まで、十二年の間、わたしもわたしの兄弟たちも、総督としての手当てを受けなかった。

¹⁴Moreover from the time that I was appointed to be their governor in the land of Judah, from the twentieth year even to the two and thirtieth year of Artaxerxes the king, that is, twelve years, I and my brothers have not eaten the bread of the governor.

¹⁵わたしより以前の総督らは民に重荷を負わせ、彼らから銀四十シケルのほかにパンとぶどう酒を取り、また彼らのしもべたちも民を圧迫した。しかしわたしは神を恐れるので、そのようなことはしなかった。

¹⁵But the former governors who were before me were supported by the people, and took bread and wine from them, besides forty shekels of silver; yes, even their servants ruled over the people: but I didn’t do so, because of the fear of God.

¹⁶わたしはかえって、この城壁の工事に身をゆだね、どんな土地をも買ったことはない。わたしのしもべたちは皆そこに集まって工事をした。

¹⁶Yes, also I continued in the work of this wall, neither bought we any land: and all my servants were gathered there to the work.

¹⁷またわたしの食卓にはユダヤ人と、つかさたち百五十人もあり、そのほかに、われわれの周囲の異邦人のうちからきた人々もあった。

¹⁷Moreover there were at my table, of the Jews and the rulers, one hundred fifty men, besides those who came to us from among the nations that were around us.

¹⁸これがために一日に牛一頭、肥えた羊六頭を備え、また鶏をもわたしのために備え、十日ごとにたくさんのぶどう酒を備えたが、わたしはこの民の労役が重かったので、総督としての手当てを求めなかった。わが神よ、わたしがこの民のためにしたすべての事を覚えて、わたしをお恵みください。

¹⁸Now that which was prepared for one day was one ox and six choice sheep; also fowls were prepared for me, and once in ten days store of all sorts of wine: yet for all this I didn’t demand the bread of the governor, because the bondage was heavy on this people.

¹⁹わが神よ、わたしがこの民のためにしたすべての事を覚えて、わたしをお恵みください。

¹⁹Remember to me, my God, for good, all that I have done for this people.
